I generally find that joint mobility work only will clear up a weak muscle in about 70% of cases if done correctly (I personally like Z-Health dynamic joint mobility work here).  If I add a specific eye position, I can push that up to about 85% or so.  After that it normally takes head rotation or tilts (vestibular work) and/or hands on work.  In some cases it takes a combination of all of them and/or nerve flossing work for a trapped nerve.  

One particular powerlifter I worked on, I had her eyes up, head rotated right, while I held her left hamstring in a specific position as she did a right elbow circle.  Hamstrings fired really well then. 

As you know, you need to do EVERYTHING the EXACT same way for muscle testing and stay off the joints when testing.  

Try this.

Do a muscle test and then repeat it but only alter the eye position.  Have them look up for example and I would be interested in what you find.  

Also try to just alter the position of their hands or feet and let me know what you find.
